The programme

AVERON prepared the draft feasibility study for an Integrated Agricultural, Agro-Industrial & Food Security Development Programme in Uganda. It combines three parts: an irrigated nucleus estate that provides anchor supply and demonstration; a cooperative network that brings farmers inputs on credit, mechanisation, training and a guaranteed market; and a Grain Hub for aggregation, storage, processing and a strategic food reserve.

It is designed as a development programme that sustains itself from its own operating revenues once built, covering running costs, maintaining its assets and reinvesting its surpluses in new farmer cohorts, research and community services.

The integrated model linking estate, cooperative network and Grain Hub
The programme follows AVERON's integrated model, linking the estate, the cooperative network and the Grain Hub through one farmer record.

What each part of the programme does

ComponentPlanned roleWhat must be resolved
Irrigated estateCrop production, seed multiplication and demonstration plots.Land and technical validation, irrigation design and development funding.
Cooperative networkInputs on credit, mechanisation, training and crop sales.Farmer registration, production agreements and delivery arrangements.
Grain HubAggregation, storage, processing and food reserve services.Technical specifications, funding and alignment with the Soroti project.

The programme is intended to cover operating and maintenance costs from its own revenues after development. That is a design objective; the draft study’s assumptions still need validation.

Agriculture in Uganda

Agriculture is about 24% of Uganda's GDP and employs about 70% of the workforce;, coffee alone earned a record USD 2.2 billion in FY2024/25. National policy targets a USD 500 billion economy by 2040, with agriculture named first among the sectors expected to move from growing to processing, storage and export., Government aims for 1.5 million irrigated hectares by 2040.

Status

The study is a working draft for stakeholder endorsement. Once endorsed by the partners it will be converted into a funding proposal. Figures in the study are planning assumptions, subject to technical, land and funding validation.
